Bernardino Cano Radil was ambassador to Cuba since 2015 when he was appointed to the post by then-President Horacio Cartes. He was born in Asunción on November 29, 1955 and lived in exile, specifically in Córdoba, Argentina, for many years of the strongest dictatorship. From there he founded the Red Youth in Exile and the Resistance, in 1973.
“Bebito” –as he was known by his relatives– was a national deputy for the ANR in two periods: between 1989 and 1993 and from 1993 to 1998. In addition, he was a member of the drafting committee for the 1992 National Constitution as a conventional constituent.
Cano Radil received his law degree from the University of Córdoba in 1980 and a degree in Social Communication in 1983. He specialized in criminology and government policies in Geneva. He was also a doctor in Constitutional Law and Labor Relations in the United States and a doctor in Legal Sciences from the University of Pilar and published several books.
Marcelo Scappini, the vice-chancellor, confirmed the information in conversation with ABC and assured that the Ministry of Foreign Affairs is “in mourning” for what happened. He explained that the diplomat was hospitalized about 10 days ago due to COVID and that his condition worsened as the days passed.
His wife Gloria Rolón and their children traveled to Havana last Tuesday to closely monitor the hospitalization, said the vice chancellor, who maintained that the information on the death of Cano Radil was received this Sunday morning.

Scappini assured that the Ministry of Foreign Affairs followed the evolution of Cano Radil day after day and that the aforementioned State portfolio was made available for whatever was necessary. He also thanked the Cuban authorities for their attention and said that the repatriation of the remains of the Colorado diplomat will now be planned.
Lately, Cano Radil was closely following the evolution of the COVID vaccines that are produced in Cuba to eventually send them to Paraguay.
