Cheng Peng, a dog breeder and serial killer, murdered six people in Yinchuan between 1988 and 1995, occasionally with the help of three accomplices.

An army cadre from Jingbian County, Shaanxi, Cheng Peng, was born in Yinchuan in 1962. He was raised in a somewhat privileged environment because of his father’s status and was well-cared for by his parents.

His most infamous act involved feeding his dogs part of his victims’ parts. Cheng was expelled from junior high school for hitting a teacher who had scolded him for bullying other students, proving that he was a troublesome kid. But thanks to his father’s connections, he was offered a job at the Lin Ke Forestry Institute, where his arrogant attitude and extravagant spending made him unpopular with his coworkers. Cheng would soon begin stealing various goods from his workplace since he was unhappy with his pay.

Due to his father’s refusal to post a court order despite having the money to do so, Cheng was imprisoned for two years for stealing a TV in 1982. He was permitted to resume working after his release in 1988, but under pressure from his parents, he was compelled to wed a college student who was a year older than him in May of that same year. This was done allegedly so that his new wife may influence him to alter his attitude, but since she was rarely home due to the nature of her job, Cheng could follow his own plan most of the time.

Peng and his leading partner Shao Xiaodan were both handed the death penalty and executed after being jointly proven guilty of the crimes.

On September 27, 1995, death sentences were handed down for Cheng and Shao, while Dawei was given a suspended death sentence and was permanently banned political rights.
